NASS: House of Rep Calls for Authentication of Bill before Final Transmission

The House of Representatives has mandated the Clerk to the National Assembly to revert all authenticated Bills to the Clerks of the Senate and House of Representatives for confirmation before final transmission to the President.

This ensures the accuracy and integrity of Bills, including Constitution alteration Bills, preventing alterations or errors during authentication.

The decision followed a motion by Hon. Sada Soli, who noted discrepancies in some Bills and allegations of changes from their original versions.

He highlighted the President’s recent rejection of a Bill due to errors, emphasizing the need for thorough verification before final transmission to the President.

Additionally, the House set up an Ad-hoc Committee to investigate the status of the 5% user charge owed to FERMA, with a report expected in four weeks.

Moving the motion, Hon. Fredrick Agbedi recalled that in 2016, the Senate directed PPPRA to remit N634 billion to FERMA for unremitted funds from 2007–2015, but no clear evidence of full disbursement exists.

He added that a 2019 Senate investigation into PPPRA’s failure to remit funds also yielded no significant progress.

The House further expressed concern that this non-remittance has severely affected FERMA’s ability to maintain roads, worsening infrastructure, increasing accidents, and causing economic losses across the country.
